A. Certified electronic folder (CEF) CPD

If the CPD folder is a CEF, use the Link Folder hyperlink in EDCS, that appears as the first hyperlink in the CDR folder left navigation tree to electronically associate all of the evidence from the most recent favorable medical decision to the eCDR. For a folder to be electronically linked, it must be a CEF and a medical allowance or continuance.

The Link Folder hyperlink only applies to initial CDRs. If a CEF with a favorable disability determination is not available, the Link Folder hyperlink does not appear; instead the first link under the CDR folder is CDR Information.

To link the folder select the “Yes” radio button for the question “Is this the folder that contains medical evidence for the most recent favorable disability determination? (If this folder contains an adopted decision, does the folder contain the necessary medical evidence?)”.

If the “No” radio button is selected for the question “Is this the folder that contains medical evidence for the most recent favorable disability determination? (If this folder contains an adopted decision, does the folder contain the necessary medical evidence?)” the folders are not linked.

B. Paper CPD folders

If the CPD folder is paper, the folder can not be linked in EDCS. The CDR is electronic but the CPD folder is not scanned. Send the paper CPD folder to the DDS. See Transferring the Electronic Continuing Disability Review (eCDR) - DI 81010.240 for more information on routing and transferring. Set the CPD paper folder indicator (PFI) to “yes” on the transfer screen. It is important that the paper CPD folder contain a FLAG (See the following eCDR Paper CPD Folder Flag.) so subsequent paper folder handlers know there is an electronic component to the official folder and that the paper CPD folder is forwarded with the eCDR through all levels of review and appeals. The Field Office should locally reproduce the flag for their own use.
