DI 55005: The Program Manager and the Ticket Program

A. Role of the Office of Employment Support Programs (OESP)

OESP, an SSA Central Office component in the Office of Retirement and Disability Programs, oversees the PMs' administration of the Ticket to Work program. OESP's and the PM's claims units review and process payment requests that the PM receives from employment networks. For information on the payment process, see DI 55060.001B.

B. Role of field components

Field components have the following three main responsibilities with regards to the PM:

  1. Contact the PM with questions about earnings evidence recorded by the PM. (For earnings questions, see DI 55030.015E.)

  2. Redirect ticket-specific questions and issues from ticket holders and other parties to the Ticket Call Center. (For information on referring questions to the PM, see DI 55050.025 and see DI 55005.001C.4. for contact information.)

  3. Refer complaints received about the PMs to their respective Regional Center for Disability Programs, as well as complaints they have about the PMs such as:

    • the PM's lines are always busy;

    • the PM is unresponsive to inquiries; or

    • the PM makes inappropriate referrals of beneficiaries to field components.
