Policy

Any freeze period is disregarded in the DIB non-freeze recomputation. The freeze period may only be excluded if insured status is met without using any QCs earned during that period. The NH is deemed to attain age 62 in the first month of the waiting period. The benchmark year is the year the waiting period begins, or the year benefits begin if no waiting period is involved. If deemed age 62 occurs after actual age 62, use the year of actual age 62 attainment. Elapsed years are counted up to the year the waiting period begins.

In recomputing the DIB PIA when the onset is from 12/2 -12/31, the DIB non-freeze recomputation increases the elapsed years by one. The divisor increases by 12 and the year of entitlement can be used as a base year.
