  • GN 02402.351 Coding Iceland Bank Data on the Master Beneficiary Record (MBR)
  • This section describes how to code bank data for international direct deposit (IDD) of title II benefits to a financial institution (FI) in Iceland. Social Security Administration (SSA) stores bank data on the MBR in the same fields used for United States (U.S.) direct deposit. Special coding identifies the data as an Iceland direct deposit and allows us to route benefit payments through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in Iceland to the beneficiary's local FI.
  • This section describes how to code bank data for international direct deposit (IDD) of Title II benefits to a financial institution (FI) in Iceland. We store bank data on the MBR in the same fields used for United States (U.S.) direct deposit. Special coding identifies the data as an Iceland direct deposit and allows us to route benefit payments through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in Iceland to the beneficiary's local FI. If you receive an IDD request in a U.S. domestic (i.e, non-border) field office (FO), forward all appropriate information to the Office of Earnings and International Operations (OEIO), Division of International Operations (DIO) to process.
  • NOTE: U.S. domestic (i.e., non-border) field offices (FOs) should not attempt to process an IDD request for this country. U.S. domestic FOs must forward all appropriate information to the Office of Earnings and International Operations, Division of International Operations (OEIO, DIO) for processing (For more information on forwarding IDD information, see GN 02402.205C, GN 01010.255, and GN 01702.310C).

  • A. Where to obtain bank data
  • We receive requests to input bank data by mail, phone, or fax in the following formats:
  • * a blank check,
  • * an International Direct Deposit Sign-Up Form for Iceland (SSA-1199-OP28) (see GN 02402.351F in this section), or
  • We receive requests to input bank data by mail, phone, or fax in the form of:
  • * blank check,
  • * Form SSA-1199-OP28 (International Direct Deposit Sign-Up Form for Iceland), or
  • * any document that contains the required banking information.
  • NOTE: If upon receipt of the information, there are any discrepancies, follow instructions in GN 00203.020 and GN 02402.025.
  • B. Multi-country contract
  • The processing FI in Iceland will have a prefix of 66 at the beginning of the Routing and Transit Number (RTN). The first letter of the Depositor Account Number (DAN) field has the letter “L” assigned for Iceland.

  • C. Overview of IDD for Iceland
  • IDD payments sent to Iceland must be in U.S. Dollar accounts at local FIs. The beneficiary provides complete information to the Embassy, Consulate or DIO for input. DIO will fax incomplete forms to the Federal Benefits Unit (FBU) at U.S. Embassy or Consulate that serves that territory, to contact the beneficiary or FI for additional information.

  • D. Description of Iceland direct deposit bank data
  • The data for coding IDD for Iceland will come from the International Bank Account Number (IBAN) provided to the beneficiary from his or her FI. The IBAN will be 26 characters. However, the IDD coding for Iceland bank data consists of 28 characters, including the country code of “L” for Iceland. When using the IBAN to code direct deposit to Iceland, compose the data as follows:
  • * nine-digit Routing and Transit Number (RTN) 6600BBBBX: where 66 is the country code field, position three and four are always zero, BBBB = four-digit bank code, X = the check digit code; and
  • * 19-digit Depositor’s Account Number (DAN) LTTAAAAAAAAAAAAAAAA, which consists of a one-digit country code of “L,” for Iceland, a two-digit account type (TT), followed by a 16-digit account number (AAAAAAAAAAAAAAAA).
  • The data for coding IDD for Iceland comes from the International Bank Account Number (IBAN) provided to the beneficiary from his or her FI. The IBAN is 26 characters. However, the IDD coding for Iceland bank data consists of 27 characters, including the country code of “L” for Iceland.
  • NOTE: When enrolling in International Treasury Services (ITS.gov) and there is no indication of an account type (i.e., checking or savings), use checking as the default account type. Since the DAN for Iceland is too long to appear fully on the MBR, you must also enroll customer in ITS.gov.
  • E. Procedure to code Iceland bank data

  • The FRBKC relies on SSA to provide the complete bank data to ensure correct posting of payments to a customer’s account. If the information is incomplete, the FRBKC will reject the payment and return the funds to SSA. You must always code bank data for Iceland through ITS.gov when establishing or changing IDD. This information will post to the MBR within four business days.

If the information is incomplete, the FRBKC rejects the payment and returns the funds to our agency. When you establish or change IDD bank data for Iceland through an SSA system (i.e., Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE), etc.), you must go to ITS.gov to enter:
  • * account ownership;
  • * account type;
  • * beneficiary address;
  • * country;
  • * enrollment status;
  • * first and last name of the beneficiary;
  • * IBAN; and
  • * payee indicator.
  • 1. Initial award processing
  • If you are working on an initial award, you must update ITS.gov using the bank account information prior to processing the award to ensure that the beneficiary will receive his or her payment. If the complete bank account information is not in ITS.gov when the payment processes, the payment will reject and return to SSA.
  • 2. Adding or updating bank data using SSA systems
  • If you are working on an initial award, you must update ITS.gov using the bank account information prior to processing the award to ensure that the beneficiary will receive his or her payment. If the complete bank account information is not in ITS.gov when the payment processes, the payment rejects and returns to our agency.
  • If you use an SSA system (i.e., POS, MACADE) to add or update bank data to an MBR, do not input the bank account information into ITS.gov as the information will transfer to ITS.gov on the next business day.
  • 2. Add or update bank data using SSA systems
  • NOTE: If it is within four business days of the current operational month (COM) cut-off date, use the procedure outlined below to code bank data to the MBR using an SSA system. You MUST code the complete IBAN in ITS.gov to ensure proper processing of the payment.
  • You must update ITS.gov on the same day you use an SSA system to add or update bank data on the MBR (i.e. Post Entitlement Online System (POS), MACADE). Enter all POS direct deposit changes according to normal procedures. When coding IDD bank data in an SSA system for Iceland within four business days of the current operational month (COM) cutoff date, use the procedure outlined in the chart in this section.

  • If no, STOP.
  • REASON: Beneficiaries in Iceland can only receive IDD payments in USD accounts.
  • If yes, go to step 4

  • Code the Type of Account as an “S” for savings or a “C” for checking. If no account indicated, use a “C” for checking account.

  • Since the final two digits of the DAN will not appear on the MBR, you must take action on the same business day to update the full IBAN into ITS.gov.
  • To code the Depositor Account Number (DAN) for Iceland, code as follows:

  • NOTE: You must take this action in addition to updating the MBR using an SSA system (i.e., POS, MACADE). Both inputs are a requirement to ensure the beneficiary receives the payment.
  • If you do not have access to ITS.gov, ask a co-worker who has access to update the IBAN into ITS.gov. FRBKC will obtain the final two digits from data in ITS.gov, add these digits to the account number, and send the full account information with the payment to its processor bank. When this information is not available, FRBKC will reject the payment and return it to SSA.
  • You must take action on the same business day to update the full IBAN into ITS.gov along with the information listed in the introduction of GN 02402.351E in this section.
  • NOTE: SSA sends IDD payments for Iceland only in U.S. dollar accounts.
  • If you do not have access to ITS.gov, ask a co-worker who has access to update the IBAN into ITS.gov. FRBKC needs all of this information to process the IDD payment. When this information is not available, FRBKC rejects the payment and returns it to SSA.
  • F. Example of coding Iceland direct deposit
  • The customer provides us with the IBAN of IS140159260076545510730339
  • NOTE: The first two characters of an Iceland IBAN are “IS,” the International Organization for Standardization (ISO) country code and the third and fourth characters of the IBAN are the IBAN check digits. The technicians should never code these to the MBR. The next two characters of the IBAN represent the two-digit Account Type (this is different from the account type of “C” or “S” for checking or savings). The next 16 characters of the IBAN represent the 16-digit account number.
  • NOTE: The first two characters of an Iceland IBAN are “IS,” the International Organization for Standardization (ISO) country code and the third and fourth characters of the IBAN are the IBAN check digits. The technicians should never code these to the MBR. The fifth and sixth digits are the bank code. The seventh and eighth digits are the branch code. The last 18 characters of the IBAN represent the account number.
  • When using an SSA system to process a direct deposit enrollment to a FI in Iceland, you should omit the ISO country code of “IS” and the IBAN check digits when composing the RTN. However, if you use ITS.gov to process the enrollment, you should type in the full IBAN in the IBAN field. ITS.gov will automatically remove these characters when it translates the RTN and DAN.
